Aiming at a wounded enemy that has dropped their weapon can cause them to surrender. It's still a bit janky. Shoot them, aim at them, pray. Mostly they surrender when they're "down", waiting for a medkit. You can just aim at them and they'll pop up to surrender lol. So this is random, the answer i needed.
